Rippey Public Library Board of Trustees Approved By-Laws for the Library Board Trustees, May 23, 2016

The Board of Trustees of Rippey Public Library approved the revised by-laws for the Rippey Public Library Board of Trustees on May 23, 2016 at their regular meeting.

By-Laws of the Rippey Public Library Board of Trustees  Rippey, Iowa

I. Library Board
 A. The Rippey Public Library Board shall consist of Five (5) members, approved by the Rippey City Council along with the Mayor.  Three (3) members shall reside within Washington Township and Two (2) within the City of Rippey.  All shall be over the age of eighteen (18). 
 B.  Terms of Board members shall be for Six (6) years.  If appointed to complete a term, the Board member may then be eligible to serve an additional term.  Terms shall be staggered so no more than two persons go off the Board at the same time.
 C.  The general power and duties of the Rippey Public Library Board are outlined in: Title V  Human Development-Education and Culture Chapter 1-Library Services of the Rippey City Code.
 D.  The Rippey Public Library Board shall exercise its powers and duties by:
  1.  Employing a competent and qualified librarian and/or assistant and fix their compensation;
  2.  Removing the librarian or other staff by a Two-Thirds (2/3) vote of the Board for misdemeanor, incompetence, or inattention to duty, subject however, to the  provisions of Chapter 70 of the Code of Iowa;
  3.  Cooperating with the Librarian in determining and adopting written policies to govern the operation and program of the Library, including personnel policies and  policies governing the selection of library materials, supplies and equipment;
  4.  Reporting and cooperating with other public officials, boards, and the community as a whole to support a public relations program for the Library;
  5.  Assistance in the preparation of and seeking adequate support for the annual  budget   prepared each year and presenting the same to the Rippey City Council;
  6.  Developing long-range goals for the Library and working toward their achievement.

II. Officers
 A.  The officers of the Board shall consist of a Chair, Secretary, and Treasurer.  Their terms of  office shall be for one year.  Officers, shall be elected at the June Annual Meeting and hold office until their successors are elected and installed.  Officers may succeed themselves.
 B.  The duties of each officer shall be completed to the best of their abilities.

III. Meetings
 A.  The Library Board shall meet monthly, date and hour to be determined by the Board.
 B.  Special meetings may be held at the call of the Chair or at the call of Three (3) members of  the Board, provided the notice be given to all Board members at least 24 hours in advance of  the special meeting.
 C.  A quorum at any meeting shall consist of Three (3) Board members.
 D.  All meetings must be posted at least 24 hours in advance.  All meetings are open to the public.  Members of the public who wish to address the Board are urged to request to speak no later than 24 hours prior to the established time of the Board meeting.  The request may be  submitted to either the Board Chair or Librarian.
 E.  The Agenda for Board meetings shall be prepared by the Board Chair in cooperation with the Librarian.

IV. Committees
 A.  The Board Chair / Board may appoint such special committees as may be needed.

V. The Librarian
 A.  The Librarian shall be the executive director of the policies adopted by the Board.  Among his/her duties and responsibilities shall be: 
  1.  To select and make purchases of library materials (books, magazines, CDs, DVDs, computer programs, and supplies) within the budgetary limits set by the Board;
  2.  To maintain and operate the physical space;
  3.  To train and oversee other library staff and volunteers;
  4.  To complete and meet all report deadlines: daily, local, county, regional, and state;
  5.  To inform the Board continually and completely regarding the finances, public services, physical space, personnel, library collection, and other developments, changes, and problems of the library;
  6.  The Librarian shall be in attendance at all meetings of the Board except those  at which his/her tenure or salary is to be discussed or decided.

VI.  Amendments to By-Laws
 A.  Amendments to these By-Laws may be adopted at any regular meeting of the Board,  provided that notice of proposed amendments be given to all Board members in  advance of the meeting.
 B.  These By-Laws shall be reviewed annually.
